Comprehensive Recreation, Park and Opens Space and Greenway Plans are municipal, county or regional based plans that identify the methods, resources, organizational capacity and capital investment needed to accomplish booth short term and long-term recreation, open space and greenway goals of the community. The planning process includes substantial citizen involvement, inventory of existing conditions and facilities, analysis of issues and community needs, and specific recommendations that set forth actions, priorities and cost.
