Land and Water Trail Strategic Plan

The Pennsylvania Land and Water Trail Network Strategic Plan (2014-2019) outlines the goals and recommendations for development of a statewide network of greenways and trails.  The strategic plan is part of the Pennsylvania Statewide Comprehensive Outdoor Recreation Plan (2014-2019) that helps to guide strategy for local governments, state government, and other outdoor recreation providers.


Trail Gaps

DCNR works with partners to identify and map trail gaps on Pennsylvania’s major and regionally significant greenway and trail systems.  Closing these 248 Trail Gaps is a program priority.
The Trail Strategic Plan (2014-2019) identifies Pennsylvania’s most important and significant gaps as the Top Ten Trail Gaps.  The department will focus on closing these gaps over the next five years.




Water Trails

Water trails are boat routes suitable for canoes, kayaks and small motorized watercraft. Like conventional trails, water trails are recreational corridors between specific locations.

Advisory Committee

The PA Trails Advisory Committee fulfills the federal requirements for the Pennsylvania Recreational Trails Program and is charged with assisting in the implementation of the state outdoor recreation in the development of a statewide trail network.
