Priority 1-A Waterways Over 25 years ago, the initial phase of Pennsylvania’s Scenic Rivers program generated an inventory of over 200 waterways for potential candidates for this program. The most significant of these rivers were identified as Priority 1-A Waterways. Since that time, the Pennsylvania General Assembly has designated 13 rivers or portions of rivers as Pennsylvania Scenic Rivers. There have been no revisions to the original inventory in over 20 years and no streams have been designated in almost 10 years. The 1-A listing is no longer used to determine study priorities, and identification of future candidates for Pennsylvania’s Scenic Rivers system is now incorporated into DCNR’s Rivers Conservation program. All streams in Pennsylvania can be considered for participation in the Rivers Conservation program and are eligible for grant assistance. For these reasons, the Department will no longer maintain the list of Priority 1-A Waterways. The following is a list of counties that do not contain Pennsylvania Scenic Rivers. If your Environmental Permit Application is for a project located in one of these counties, you may print and use this notice to meet the requirements for a Scenic Rivers review by DCNR.
