A letter from State Forester Dan Devlin to State Forest Stakeholders.  DCNR reponses to public comments received in association to the Hanson Land Exchange.

 
 
 
The Department of Conservation and Natural Resources, acting through the Bureau of Forestry, and Hanson Aggregates BMC, Inc. are proposing to negotiate an exchange of property interests in Derry and Fairfield Townships, Westmoreland County and Thornhurst Township, Lackawanna County, Pennsylvania.
 
Hanson Aggregates BMC, Inc. will convey the fee interest to 376 acres in Thornhurst Township known as parcel number 25201010002. This parcel is adjacent to existing State Forest land, improves public access, and further conserves lands within an exceptional quality watershed.   In return, the Bureau of Forestry proposes to convey 130 acres of Loyalhanna Limestone rights, underlying all of Fairfield Township parcel number 48-04-00-00-0004 and portion of Derry Township parcel number 45-26-00-00-0001, subject to a Surface Use Agreement, to Hanson Aggregates BMC, Inc. The Commonwealth will retain the surface rights and the remainder of subsurface rights to the property. In total, the Commonwealth will add 376 acres to Lackawanna State Forest while retaining the surface and the remainder of subsurface rights to existing State Forest land in the Forbes State Forest.
 
As is the policy of the Department of Conservation and Natural Resources, the public is hereby notified of this exchange. A 30-day period for public inquiry and/or comment will be in effect commencing January 12, 2013 and ending February 11, 2013. Oral or written comments or questions concerning this proposed exchange may be addressed to: Mr. Craig Chapman, Forest Resource Planner, Pennsylvania Bureau of Forestry, P.O.
