DCNR was created by the act of June 28, 1995 by what was known as the Conservation and Natural Resources Act, or Act 18.  This law implements Article I, section27 of the Pennsylvania Constitution.

Nine major laws that have been enacted by Pennsylvania's General Assembly are administered by DCNR.

Title 17 of the Pennsylvania Code contains the regulations and statements of policy of the Department.
